TSC Instructs Principals to Ensure Prompt Submission of Teacher Transfer Information

TSC Directs Principals on Teacher Transfer Details

The Teachers Service Commission (TSC) has issued a directive to school principals to promptly submit information regarding teachers transferred or posted to their schools. This directive aims to enhance service delivery and ensure timely adjustments of allowances for teachers.

Commission Secretary’s Address

Dr. Nancy Macharia, Secretary and Chief Executive Officer of the Commission, emphasized this directive during an annual principals’ conference in Mombasa. She urged principals to ensure accurate data capture of any posted teachers through an entry or exit portal. This data is crucial for processing and disbursing various allowances such as housing, municipal, and hardship allowances.

Dr. Macharia also stressed the importance of promptly reporting when a teacher leaves the service to avoid instances of double payment. Failure to report transfers through the exit-entry module and update the Teachers Management Information System (TIMS) can lead to service disruptions for the affected teachers.

“If you fail to report a teacher’s movement through the exit-entry module and update him in the TIMS data, then you are denying service to that tutor,” Dr. Macharia highlighted.

Teacher Transfer Process

The TSC oversees the transfer process for teachers in Kenya. Teachers seeking transfer submit applications on prescribed forms available at TSC offices nationwide or downloadable from the TSC website. These applications are then forwarded through the head of the institution to the TSC or its designated agent.

Transfer requests are acknowledged upon submission and reviewed by the Appointment Board, which communicates its decisions to the teachers. The process considers vacancy availability and replacement needs, spanning several months.

Structured Transfer Procedures

Primary school teacher transfers within a county fall under the mandate of the TSC county director. Transfers outside the county and those involving tertiary education institutions are managed by the TSC headquarters. This structured approach ensures orderly teacher transfers across different educational levels.

Preparations for Competency-Based Curriculum (CBC)

Dr. Macharia challenged school principals to prepare adequately for the implementation of the Competency-Based Curriculum. She emphasized the need for sufficient readiness to accommodate the first cohort of learners under the new curriculum. The TSC is issuing guidelines through circulars to assist teachers in preparing effectively for the CBC curriculum implementation.
