TSC Mandates Teachers to Complete NSSF Registration by July 31, 2024

The Teachers Service Commission (TSC) has issued a directive requiring all teachers not yet registered with the National Social Security Fund (NSSF) to complete their registration by Wednesday, July 31, 2024. This move comes as TSC holds billions of shillings in deductions from teachers’ payslips, which can only be remitted into NSSF accounts.

Importance of NSSF Registration

The NSSF, established under Act No. 45 of 2013, is a statutory body designed to provide social security benefits, including survivor and invalidity benefits, to workers. To comply with this legislation, the TSC began deducting contributions from teachers’ salaries for remittance to the NSSF starting in July 2023. It is essential for all employees to ensure they are registered with NSSF so that their monthly contributions are properly credited to their individual accounts.

TSC Circular No. 9/2024

In line with this directive, the TSC has issued Circular No. 9/2024 to guide the registration process. The circular is addressed to all TSC Regional and County Directors and outlines the following key points:

The NSSF Act No. 45 of 2013 mandates the Fund to provide social security benefits to workers. The TSC, in compliance with this act, has been making payroll deductions for NSSF since July 2023. It is the responsibility of each employee to ensure their registration with NSSF so that contributions are correctly credited.

Registration Methods:

  • Visit NSSF Offices: Teachers can go to the nearest NSSF office with their National Identity Cards for registration.
  • Visit Huduma Centres: Registration can also be done at Huduma Centres with National Identity Cards.
  • Dial 303# on Safaricom Lines: Teachers can dial *303# on Safaricom lines and follow the prompts for registration.
  • Liaise with NSSF Branch Office: Teachers can arrange for an NSSF registration team to visit a convenient location to assist with group registration.

Deadline for Compliance

The TSC has set a deadline for all teachers to complete their registration by July 31, 2024. Regional and County Directors are tasked with ensuring that this information is communicated to all teachers and that compliance is monitored.

The circular has also been copied to the Secretary Generals of the Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Teachers (KUPPET), and the Kenya National Union of Special Needs Teachers (KUSNET) to facilitate wider dissemination of the directive.
