Ruto Champions New Higher Education Funding Model A Vision For Equitable And Sustainable Growth

President William Ruto has ardently defended the new funding model introduced in the higher education sector on May 3, 2023. This model is designed to enhance accessibility to university education through a combination of loans and scholarships, particularly targeting vulnerable learners.
Addressing Financial Struggles in Universities
During a town hall meeting in Mombasa on July 28, 2024, Ruto highlighted the financial struggles faced by universities, which are currently burdened with a Sh60 billion debt and lecturers receiving only half of their salaries. He emphasized that the new model aims to address these financial challenges and improve the quality of education by ensuring adequate funding for institutions.
Challenges with the Previous Funding Model
The previous funding model, which guaranteed 80% of student loans, became increasingly unsustainable due to the growing student population. Ruto explained that despite the initial commitment, the government could only cover 50%, and in some cases, only 45% of the funding required, resulting in a significant funding gap. This shortfall has adversely affected the quality of education.
New Model: Needs-Based Funding
Under the new model, funding is allocated based on the needs of the students. The Means Testing Instrument assesses learners’ financial backgrounds, providing up to 95% funding for the most vulnerable students and 60% for those from wealthier families. This approach ensures a fairer distribution of resources, targeting support where it is most needed.
Streamlining Applications and Reducing Costs
Ruto also noted that the new model requires students to apply for funding, which helps reduce expenses by excluding those from affluent families who are less likely to need financial aid. He pointed out that last year, 20% of students did not apply for scholarships because their families could afford to pay for their education, allowing more funds to be directed toward those in greater need.
Increased Budget for Enhanced Quality
The government has increased the university education budget from Sh45 billion to Sh82 billion, underscoring its commitment to enhancing educational quality. Ruto reiterated that investing in adequate funding is crucial for ensuring that students graduate with a thorough and comprehensive education.
