TSC plans to deploy 6,000 Primary Teacher Education (PTE) teachers to JSS in 2024 to address the critical shortage of 72,422 teachers. Currently, 76,928 teachers are employed in JSS, covering only 51.5% of the required 149,350.

The phased deployment of teachers started in 2019, with 1,000 P1 teachers deployed annually to secondary schools. From 2022 to 2024, approximately 8,378 teachers were deployed to support the CBC’s initial cohorts.

Eligibility Requirements for Deployment to JSS

Primary school teachers must meet specific criteria to qualify for deployment to JSS:

  1. Active Registration: The teacher must be registered with the Teachers Service Commission.
  2. Employment Status: The applicant must be a serving primary school teacher employed by TSC.
  3. Good Standing: The teacher should not be serving an interdiction or undergoing a disciplinary process.
  4. Academic Qualifications:
    • A minimum of a Diploma in Education with at least a C+ at KCSE (or its equivalent) and C+ in two teaching subjects offered under the 8-4-4 or CBC systems.
    • Alternatively, a C (plain) at KCSE with a Diploma in Education and a Bachelor’s Degree in Education.
    • The degree must be Bachelor of Education (secondary option). Degrees in Primary Education are not eligible.
  5. Teaching Units: At least eight units in each of the two teaching subjects.

Required Documents for Verification

Applicants must present the following during the verification process:

  • Original and copy of their degree/diploma certificate.
  • Original and copies of academic transcripts.
  • Original and copy of the KCSE certificate (or its equivalent).
  • Original and copy of Special Needs Education (SNE) qualification, if applicable.
  • Current payslip.
  • A declaration from the Head of Institution confirming the teacher’s current service status.

TSC’s Efforts to Address the Teacher Shortage
