Chairperson Victor Musyoka and his committee have stated that the funding for the cooking gas project in 5,000 boarding schools can only proceed once the two laws have been amended accordingly.
During discussions with the Budget and Appropriations Committee (BAC), the committee expressed that the National Treasury has not yet converted the levy into an appropriation-in-aid for the Ministry of Energy.
Musyoka emphasized the necessity of reviewing the existing legal provisions in the Energy Act 2019 and the Miscellaneous Fees and Levies Act 2016 to align them with the present requirements of the petroleum sub-sector.
He further explained that the funds for implementing the clean cooking gas project are available through the Anti-Adulteration Levy. Therefore, amending the law to allocate this levy specifically for providing clean cooking gas to boarding schools is crucial.
The committee recommended an additional allocation for the cooking gas project. If implemented sustainably, this project has the potential to significantly contribute to the green energy economy and promote positive environmental management.
