TVET Principals Receive Urgent Call to Champion Adherence to Procurement Regulations for Optimal Efficiency

In a concerted effort to safeguard public funds, Principals, Procurement Officers, and Financial Officers within Technical and Vocational Education and Training (TVET) institutions are being emphatically urged to adhere strictly to procurement laws and regulations. This call comes in response to the revelation by Peter Wambugu, a senior officer from the Office of the Auditor General, indicating that over 50 percent of audit queries in these institutions are linked to procurement processes.

Speaking at the KATTI South Rift and North Rift region’s training on Financial Management and Audit, held at Rift Valley National Polytechnic in Nakuru County, Wambugu emphasized the importance of TVET colleges maintaining a comprehensive list of registered suppliers for goods, works, and services, in accordance with procurement laws.

Expressing concern, Wambugu noted that a significant number of TVET institutions seem to have a single supplier providing over 50 percent of goods and services, a practice that contravenes established laws. He stressed the need for suppliers to be registered for a specified period not exceeding two years, and the importance of inviting them on a rotational basis for subsequent tendering proceedings.

Addressing the Principals, who also serve as Accounting Officers, Wambugu underscored their responsibility in ensuring strict compliance with all procurement laws, including the Public Procurement and Asset Disposal Act, 2015 (PPAD Act 2015), and the Public Procurement and Asset Disposal Regulations, 2020 (PPADR 2020), among others.

Furthermore, Wambugu issued a warning against awarding tenders to public officers. The training, themed ‘Towards Zero Fault Audit,’ saw the participation of other key officers such as Muli Mulili, Stephene Obondi, KATTI Principals, Deputy Principals, Financial officers, Procurement officers, and Rift Valley Regional TVET Director Hassan Mohamed, among other dignitaries.
