The Teachers Service Commission (TSC) has initiated a comprehensive audit aimed at evaluating the qualifications of primary school teachers who hold Diplomas and Bachelor’s degrees. This audit is part of TSC’s strategic efforts to assess the suitability of these teachers for potential placement in Junior Secondary Schools (JSS) and secondary schools across Kenya. Moreover, the commission intends to identify eligible teachers who can fill anticipated vacancies resulting from the retirement of teachers from the TSC payroll, effective July 1, 2024.

Details of the Assessment

Dr. Mugwuku Nthamburi, Director for Teacher Professional Management at TSC, issued a directive through a memorandum (TSC/DTPM/CDS/40/VOL.II/115) addressed to all regional and county directors of education. The memo outlines the specific requirements and deadlines for the submission of data regarding teachers with higher academic qualifications. The data must be provided in a structured manner, county by county, and categorized into different groups based on academic achievements and subject qualifications.

Categorization and Submission Requirements

The assessment categorizes teachers into five distinct categories, each defined by specific academic criteria:

  • Category 1: Teachers with Bachelor’s and Diploma degrees, achieving a minimum mean grade of C+ in KCSE and a minimum of C+ in each of their two teaching subjects.
  • Category 2: TSC teachers with Bachelor’s and Diploma degrees, attaining a mean grade of C+ in KCSE, with a minimum of C plain in each of their two teaching subjects.
  • Category 3: Teachers holding Bachelor’s and Diploma degrees, earning a mean grade of C plain in KCSE, and achieving a minimum of C+ in each of their two teaching subjects.
  • Category 4: TSC teachers with Bachelor’s and Diploma degrees, obtaining a minimum mean grade of C plain in KCSE, and a minimum of C plain in each of their two teaching subjects.
  • Category 5: TSC teachers with Bachelor’s and Diploma degrees, scoring a minimum mean grade of C- in KCSE, possessing qualifications in two teaching subjects, irrespective of the grades in those subjects.

Document Compilation and Verification

Regional and county directors are tasked with collecting and verifying the necessary documentation that validates the qualifications of the identified teachers in each category. This meticulous process ensures that only qualified and eligible candidates are considered for potential placements in junior secondary and secondary schools.

Insights from Economic Survey 2024

According to the latest Economic Survey 2024 published by the Kenya National Bureau of Statistics, there are currently 40,916 primary school teachers holding Diplomas and 28,226 with Bachelor’s degrees. These statistics provide valuable insights into the existing pool of qualified teachers and serve as a foundational reference for the ongoing evaluation conducted by TSC.
